Li Yongwu emphasized that during the “12th Five-Year Plan” period, the petrochemical industry to maintain industrial safety will focus on the following tasks: First, it is necessary to speed up the transformation and upgrading and improve the core competitiveness of the industry; Second, optimize the export structure, accelerate the transformation of foreign trade growth; Third, actively use Trade remedy measures to safeguard legitimate rights and interests; Fourth, to further strengthen the construction of early-warning mechanisms and improve the industrial safety work system; Fifth, to further improve the dialogue and consultation mechanism and create a favorable foreign trade environment.

It is understood that China is a major producer and exporter of petrochemical products. Many products account for a large share of the international market, and have a high degree of dependence on foreign exports, and they are mainly resource- and labour-intensive, low-value-added products. The petrochemical industry is therefore international. The hardest-hit areas of trade friction. Statistics from the China Petrochemical Federation show that as of the end of 2010, China had 71 cases of trade remedy, including 44 chemical products, accounting for 62% of the total number of cases filed.
