The mid-term inspection expert group consists of experts in the atmosphere of the overall expert group, peer experts and financial experts. Deng Xiaoming, deputy director of the Social Development Department of the Ministry of Science and Technology, and relevant comrades of the China Meteorological Administration attended the meeting.
The scope of this mid-term inspection is 28 projects with atmospheric special projects started in 2016 and implementation period of 4 years to 4.5 years, including 28 general projects and 2 youth projects. The inspection meeting is divided into five groups: monitoring and forecasting group, smog mechanism group, source control group, environmental health group and management and joint prevention and control. The person in charge of each project in the inspection reported in detail the overall progress and phased results of the project in the past two years, as well as personnel input, fund execution, project organization and management. On the basis of listening to the report and question of the project leader, the expert group reviewed the project completion, affirmed the stage progress of the project, and pointed out the project research method, technology research and development, fund use and organization management. In terms of problems, suggestions and suggestions for improvement and improvement were put forward.
Mid-term inspection is an important part of key special management. Through this mid-term inspection, the overall implementation of each project has been comprehensively grasped, and some projects have achieved important milestones. For example, the three-dimensional monitoring technology of atmospheric combined pollution in the eastern coastal area has completed the construction of ground-based observations, vehicle and ship movement observations, drones, aircraft aerial surveys and other platforms under the special atmospheric environment conditions in the coastal area, and has initially established a multi-parametric stereo observation data set for air pollution in the eastern coastal areas of China; In the process of degradation and transformation of atmospheric reactive organic matter, an online measurement method for key active components and total activity of organic matter was constructed. A regional air quality model for the simulation of reactive organic matter change process was developed and used in the Pearl River Delta, Beijing-Tianjin-Hebei region, etc. The two-way feedback mechanism of pollution accumulation and weather and climate processes found that the meteorological conditions caused by the accumulation of aerosol pollution further aggravated the phenomenon of “explosive growth of PM2.5â€; the source control of atmospheric pollution formed a low-cost ultra-low emission of coal-fired power plants. The key technology of high-temperature SCR denitration in high-temperature SCR of technical coal-fired industrial boilers, high-efficiency low-temperature denitration activated coke and combined desulfurization and denitration technology. At the same time, the inspection also found that individual projects have problems in terms of organizational implementation, funding use, and support for supporting conditions. In the next step, the center will form a mid-term inspection opinion based on the opinions of the expert group, and feedback to the lead units of each project, urge the project to improve and strengthen the follow-up organization and implementation, and ensure that the project will meet the mission objectives on schedule.

He pointed out that the mechanism of smog formation is the basis and key to the prevention and control of air pollution. The society is highly concerned, and some breakthroughs have been made in the implementation of related projects.
