It is understood that China's "Regulations on the Administration of Pesticides" was promulgated in 1997. Due to the limitations of history, the Regulations only provide general rules for the administration of import and export pesticides. The current relevant provisions have lags far behind the status quo of China's pesticide industry development and related issues. The requirements of international organizations for pesticide trading activities have severely restricted the supervision and management of China's import and export pesticides in terms of production and quality, and could not meet China's need for the management of pesticide import and export as a major exporter of pesticides. In particular, the number of pesticides exported in recent years has increased year by year, and the management of pesticide exports is constrained by the problem of imperfect laws and regulations.
