The introduction of a blank draft for filling domestic automobile recalls filled the gap in the domestic automobile recall and changed the embarrassing situation in which no responsible party could be found in the past regulatory history. In the past, there was no clear “Three Guarantees” regulation for tires in China, and the warranty for tires was also separate from the whole vehicle, and there were no detailed implementation rules.

The Opinions stipulate that the recall regulations are “upgraded” into laws and regulations by departmental regulations, and that any unit or individual may complain to the quality inspection department of the State Council about possible defects in the automotive products, which expands the subject of claims, including any associations, lawyers, etc. Units and individuals have the right to complain, which in turn increases the power of consumers. At the same time, in the case of serious circumstances, it was ordered to suspend business for rectification and aggravate it to “revoke the permit”. The data from the China Consumers Association shows that in 2010, complaints from the automotive industry increased by 51.1% year-on-year, a record high, and the largest increase was recorded in all complaints. “The quality issues that were exposed before were decided by the Bureau of Quality Supervision on whether to recall it. The draft of the domestic brand recall request is not strict. The regulations are applicable to the recall and supervision of automobiles and automobile trailers produced and sold in China. Producers should bear the cost of eliminating defects and the necessary for transporting defective automobile products. cost.

According to the recall notice issued by the China Automobile Recall Network, a total of 95 domestic recalls were conducted in 2010, involving 1.17 million recalled passenger cars, which accounted for only 6.5% of the 18 million new car sales in 2010. Among them, only one domestic brand, the Chery Ruilin X1, recalled 3,200 vehicles, which accounted for only 0.2% of the total domestic passenger car recalls in 2010. .
