Caofeidian plans to build 5.2 million tons of oil reserves for strategic oil reserve bases in China

<

As the international oil price climbs to US$130 per barrel, Caofeidian, which is a stone's throw away from China’s newly discovered Yandong Oilfield, is planning to build a national oil strategic reserve base with oil reserves of about 5.2 million tons.
According to an official from the National Development and Reform Commission of the People's Republic of China, Caofeidian is the candidate base for China's second national oil reserve, and its feasibility plan is still being demonstrated. The final plan has not yet been finalized. However, Sinopec has recently established Caofeidian to build its crude oil commercial reserve base. It has held a meeting in mid-late May to evaluate the feasibility study report of its commercial reserve base project. It is believed that the commercial reserve base project will be launched soon, which will help promote the country. Strategic reserve base construction.
China started the strategic oil reserve plan from 2004. The first batch of strategic reserve bases were established in Zhenhai, Zhejiang, Zhoushan, Zhejiang, Dalian, Liaoning, and Huangdao, Shandong. Four “National Petroleum Reserve Base Companies” were established to take charge of the construction of four oil reserve bases. And operations. The four oil reserve bases are expected to be fully completed in 2010; Huangdao oil reserve base will also be put into use by the end of this year.
According to the initial planning of the National Development and Reform Commission, China will use 15 years to complete the construction of the hardware facilities of the oil reserve base in three phases. The total investment is expected to exceed RMB 100 billion. The reserve arrangements are roughly: 10 million tons to 12 million tons in the first phase; 28 million tons in the second phase; 28 million tons in the third phase.
It is understood that the first batch of strategic petroleum reserve bases in China was started in 2003. Zhejiang Zhenhai was the first one. At that time, the oil price was 50-60 US dollars. Today, the oil price has soared to 130 US dollars a barrel, and it can be said that big profits have been made.
The site selection for the second batch of oil reserve bases began as early as two years ago. Tangshan Caofeidian, Guangzhou Nansha, Shenzhen Baoan, Hainan Yangpu, and Gansu Lanzhou were all on the shortlist.
The reason why the site was located in Caofeidian, sources said that from the geographical planning point of view, the first phase of strategic reserve bases are mainly distributed in the south and northeast and Shandong, but there is no reserve base in the North China Economic Circle centered on Beijing-Tianjin-Tangshan, and Caofeidian can radiate Beijing. Jin Tang focused oil consumption area.
In addition, Caofeidian will soon complete the construction of a 300,000-ton deep-water port and its oil reserve base. This is a rare precondition for facilitating the transportation of imported oil.
With the exception of Caofeidian, the second-phase reserve bases may be located in Guangzhou Nansha and Shenzhen Baoan. Caofeidian's reserve base for oil reserves will exceed 5.2 million tons, and there may be a considerable amount of oil reserves below the surface.
It is understood that foreign developed countries have established a history of petroleum strategic reserves several decades ahead of China, and compared to China’s 30-day reserves, foreign countries generally establish oil reserves of 3 to 6 months.
The earliest country to establish oil reserves is France. In 1923, France required oil operators to maintain sufficient oil reserves. In 1925, France established the "National Liquid Fuel Agency" to manage its oil reserves. The strategic oil reserve of France is jointly managed by the state, specialized agencies and oil producers and operators and bears the expenses. The United States, Japan, etc. are the countries with the largest amount of oil reserves, and all have established reserves in accordance with the standard of about 150 days.
